Hector's House. The cat was Zsazsa and the frog was Kiki, originally French, but can understand why you remembered it as Belgian. Somewhere in the basement of our seaside home I have a Hector's House album on BBC Records (my Parsley & The Herb Garden one got pinched, but I won't go into that)
